Cynhaliwyd y cyfarfodydd blynyddol i’r holl staff ym Mhwllheli, Dolgellau, Llandrillo-yn-Rhos a’r Rhyl. Eleni, y thema ganolog oedd cyrhaeddiad sefydliadol, cyrhaeddiad y myfyrwyr a llwyddiant y Coleg yn yr arholiadau diweddar gan ragori ar y perfformiad cenedlaethol ar bob lefel. Mae hyn yn gyrhaeddiad aruthrol i Goleg sydd â chymaint o fyfyrwyr wedi cofrestru i sefyll arholiad, ac mae’r canlyniadau’n glod i bawb a fu’n ymglymedig.

Roedd y cyfarfodydd hefyd yn gyfle i drafod goblygiadau’r uno sydd ar ddod. Bydd yn gyfle unigryw i adeiladu ar gryfderau’r ddau Goleg, gan greu strwythur grŵp, a chadw hunaniaeth dysgu’r tri Coleg a fydd yn rhan o Grŵp Llandrillo-Menai. Wrth i mi ysgrifennu rwy’n ymwybodol iawn o’r her enfawr sydd o’n blaenau dros y misoedd nesaf os ydym ni’n bwriadu cyrraedd y targed o uno erbyn Ebrill 1af 2012. Gobeithio y bydd secondiad diweddar Robin Beckmann o Adran Addysg a Sgiliau yn ein cynorthwyo i ddod â’r meysydd corfforaethol ynghyd i wneud hyn yn bosibl.

Mae’r broses o recriwtio Prif Weithredwr i’r Grŵp wedi cychwyn a bydd hysbysebion am y swydd i’w gweld yn fuan yn y wasg a’r cyfryngau cysylltiedig (rydym wedi penderfynu cadw’r sillafiad Cymraeg o Grŵp). Bydd y Coleg estynedig yn un o’r rhai mwyaf yn y DU a bydd yn creu her broffesiynol gyffrous iawn i’r sawl a gaiff ei b/phenodi. Bydd y swydd hefyd yn golygu y bydd yn creu cyfle i benodi swyddi Haen 2 a fydd wedyn yn ddeiliaid swyddi uwch y sefydliad estynedig.
Mae unrhyw newid yn golygu cyfnod o ansicrwydd i unrhyw un. Mae’r Coleg wedi ymrwymo i gwblhau’r uno a chreu’r grŵp estynedig mewn modd mor esmwyth â phosibl. Gwnaed addewid yn y deg ymrwymiad i gadw ac amddiffyn staff, ac mae copi ohono i’w weld isod. Mae’n debygol y bydd disgwyl i rai o’r staff uwch ymgymryd â swyddi newydd ac estynedig ond bydd gan bawb swydd yn y sefydliad diwygiedig.

Mae llawer o waith i’w wneud er mwyn paratoi’r ffordd ar gyfer yr uno sydd ar ddod. Y flaenoriaeth gychwynnol yw lleihau risg ac adnabod y swyddogaethau busnes critigol sydd angen bod yn eu lle erbyn Ebrill 1af 2012, i sicrhau y cawn drawsnewid effeithiol. Mae angen cynnal y broses ymgynghori â rhanddeiliaid a pharatoi ‘Achos Busnes’ cyn cyfarfodydd mis Rhagfyr a fydd naill ai’n cymeradwyo’r uno neu ddim.

Os oes gan staff gwestiynau mwy penodol yr hoffent eu gofyn, gallwch gysylltu â mi drwy’r Blog. Os oes gen i atebion, fe wnaf bob ymdrech i’w hateb, a buaswn yn fodlon cael trafodaeth gyda chi.

Grŵp Llandrillo-Menai
Uno’r Colegau: Deg Ymrwymiad
Mae Coleg Llandrillo Cymru a Choleg Menai’n cydweithio er mwyn edrych ar y posibilrwydd o uno’r ddau Goleg yn 2012. Byddai hyn yn ddatblygiad sylweddol o ran addysg a hyfforddiant yng Ngogledd Cymru, a byddai’n esgor ar gyfleoedd newydd i’r ddau Goleg.
Os bydd y Colegau’n uno i ffurfio Grŵp Llandrillo-Menai, yn ystod y broses uno, bydd y ddau Goleg yn ymrwymo i: -

1. Gadw hunaniaeth Coleg Menai, Coleg Llandrillo Cymru a Choleg Meirion-Dwyfor
2. Cadw’r holl gampysau, gan ymateb i’w anghenion a’u dyheadau
3. Buddsoddi’n deg yn isadeiledd y campysau, gan ymateb i anghenion lleol
4. Ehangu’r dewis a’r cyfleoedd sydd ar gael i ddysgwyr, gan sicrhau eu bod yn cael arweiniad diduedd
5. Sicrhau bod ethos dwyieithog pob safle’n cael ei ddatblygu ymhellach
6. Ehangu’r cwricwlwm dwyieithog a gynigir ar bob safle
7. Sicrhau bod y staff i gyd yn cael eu trin yn deg, a bod unrhyw newid a wneir i delerau ac amodau yn cael eu cytuno ar y cyd, yn unol â’r Rheoliadau Trosglwyddo Ymgymeriadau (Diogelu Cyflogaeth)
8. Cynnal perfformiad ariannol cadarn hanesyddol y Colegau, gan anelu at reoli newid heb orfod diswyddo’n orfodol
9. Datblygu cysylltiadau â chyflogwyr er mwyn sicrhau bod anghenion yr economi leol o ran sgiliau’n cael eu bodloni’n llwyr
10. Cynnal ac ehangu’r partneriaethau ag ysgolion, gan adlewyrchu’r ardal a sicrhau dewis da o gyrsiau galwedigaethol i ddysgwyr 14-19 oed.

The beginning of my final term as Principal feels like unchartered territory. On the one hand I’m beginning to prepare the College for the future, paving the way for the forthcoming merger with Coleg Menai, on the other beginning to tie up loose ends and plan for a different future.
The annual rounds of staff meetings have now been completed with meetings held in Pwllhelli, Dolgellau, Rhos-on-Sea and Rhyl. This year the themes concentrated on institutional achievement, student achievement and the recent examination successes of the College outstripping national performance for every level of examination. This represents a considerable achievement for a College with so many examination entries and a credit to all involved.
The meetings also allowed an opportunity to discuss the implications for the forthcoming merger. A unique opportunity to build on the strength of the two Colleges, whilst creating a grŵp structure, maintaining the delivery identities of the three Colleges which will become a part of the Llandrilllo-Menai Grŵp. As I write I’m also very conscious of the enormous task over the next few months if we are to meet the April 1st 2012 deadline to bring about the merger. The recent secondment of Robin Beckmann from the Department for Education & Skills will hopefully assist in drawing together the corporate strands to make it possible.

The process of recruiting a new Chief Executive for the Grŵp (we have decided to use the Welsh spelling of Group), has now effectively commenced and advertisements will soon be in the press and related media. The extended College will be one of the largest in the UK and will represent an exciting professional challenge for whomever is eventually successful. The decision will also open the way for the appointment of the Tier 2 positions who will form the senior post holders of the extended organisation.

Any period of change is seen by most as being unsettling. The College is committed to achieving the merger and the creation of the extended Grŵp in as seamless a way as possible. From the outset it has been stated that this is the merger of two strong colleges and there is no intention to initiate significant restructuring. A promise has been made in the ten commitments, a copy is included below, to preserve and protect staff. It is likely that some of the more senior staff will be expected to undertake new and extended roles but all will have a position in the revised organisation.

Much work now needs to be undertaken to prepare the way for the forthcoming merger. The initial priority is to minimise risk and identify the business critical functions which need to be in place by April 1st 2012, to ensure effective transition. The Stakeholder consultation process needs to be undertaken and the ‘Business Case’ prepared prior to the December meetings of the two Boards which will approve or otherwise the decision to merge.
If there are more specific questions which staff need to ask please contact me via the Blog. Every effort will be made to answer questions if answers are available, and I would be pleased to engage in dialogue.

Grŵp Llandrillo-Menai
College Merger: Ten Commitments
Coleg Llandrillo Cymru and Coleg Menai are working together to look at the possibility of merging the two Colleges in 2012. This would be a significant development for education and training in North Wales, bringing with it new opportunities for both Colleges.
If the Colleges merge to form Grŵp Llandrillo-Menai, during the merger process, both Colleges are committed to: -
1. Retaining the identities of Coleg Menai, Coleg Llandrillo Cymru and Coleg Meirion-Dwyfor
2. Retaining all campuses, responding to their needs and aspirations
3. Investing in campus infrastructure in an equitable manner in response to local need
4. Enhancing the choices and opportunities for learners ensuring impartial learner guidance
5. Ensuring that the bilingual ethos of each site is further developed
6. Expanding the range of bilingual curriculum on all sites
7. Ensuring that all staff are treated fairly and that in accordance with TUPE any change in terms and conditions will be by mutual agreement
8. Maintaining the historically strong financial performance of the Colleges, thus aiming to manage change without the need for compulsory redundancies
9. Developing employers’ links to ensure that the skills needs of the local economy are fully met
10. Maintaining and expanding the partnerships with schools to reflect the area and ensure a rich vocational offer for 14-19 learners.HUW EVANS OBE - Principal, Coleg Llandrillo Cymruhttp://www.blogger.com/profile/13115808783623331620noreply@blogger.com0tag:blogger.com,1999:blog-6407616018607295758.post-6182633997157929012011-06-06T15:15:00.014+01:002011-06-13T09:32:31.092+01:00June 2011I was delighted to be present at the Colegau Cymru Awards presentation when the College was successful in gaining the ‘Maintaining and improving quality award for Wales’. This was a very competitive category including some of the high achieving colleges in Wales. This provides the College with an excellent platform to continue the many initiatives which have been initiated to maintain this important agenda for the College. This allied to the release by Welsh Assembly Government of the Learner Outcomes data reflects well on student achievement at the College, placing us at the forefront of achievement in Wales.

Other achievements have recently included a clean sweep at the Niace Awards with the following staff being recognised for their achievements:

Rhian Evans - Basic Skills Tutor of the Year
Ms Helen Hodgkinson - Vocational Tutor of the Year
Mrs Melinda Gardner Digital Inclusion Award
Ms Eirlys Bowler - Further Education Learner of the Year

Congratulations are also extended to Michael Norton and Joyce Sneddon for their performance in their MA in Management Studies, recognised as being the highest marks awarded by the University of Wales, Newport in this category.

On a completely different note the meetings with managers to review efficiency are ongoing and strategies are now in place to achieve a £1million reduction in expenditure for the coming year, reflecting the uncertainty of future funding regimes. The College is working hard to future proof its activities to allow for long term sustainable developments. The recent disappointment of the reductions in work based activity have been compensated to a degree by successes in strategic European projects, which has facilitated a realignment of activity without unnecessary staff disruption. Nevertheless the College has had to face up to uncomfortable decisions to balance work based expenditure with income.

It was also a pleasure to visit the Glynllifon site last week and to undertake an informal tour of the ‘Pentre Addysg’. What an exciting project which will bring long term benefits to the area and provide the resource base for the land based industry which for some time has been lacking. We continue to have some concerns relating to the completion date for the project but I have recently been reassured that significant parts of the new build will be open to the new intake in September.

Our discussions with Coleg Menai have also reached a decisive phase and a joint Board conference in late June will pave the way for separate Board decisions in July as to whether the proposed merger scenario will become a reality. As no formal decisions have as yet been taken it is difficult to discuss in an open manner. Suffice to say that key staff at both Colleges are working hard on the project, which is expected to become the cornerstone of the ongoing response to transformation in Wales.

On a final note, blog readers may be aware that the book on the history of Coleg Llandrillo, will be entitled ‘O Grefft i Gryfder’ (From Skill to Strength) and will be formally released in the early Autumn. The book, written by Gill Evans, traces the growth and development of the College from its early beginnings to the point of the recent merger with Coleg Merion Dwyfor.

On a lighter note at the recent Colegau Cymru conference I was invited to present Richard Hart with a gift as recognition of his work with the FE sector over many years. Roedd hwn yn gategori cystadleuol iawn gan gynnwys rhai o’r colegau mwyaf llwyddiannus yng Nghymru. Mae’r wobr yn rhoi platfform ardderchog i’r Coleg i barhau gyda sawl menter a gychwynnwyd i gadw’r agenda hwn sy’n bwysig iawn i’r Coleg. Mae hyn, ynghyd â data Canlyniadau Dysgwyr a gyhoeddwyd gan Lywodraeth Cynulliad Cymru, yn adlewyrchu’n dda ar gyrhaeddiad myfyrwyr yn y Coleg, gan ein rhoi ar flaen cyrhaeddiad yng Nghymru.

Mae cyraeddiadau eraill diweddar yn cynnwys llwyddiant yng Ngwobrau Niace ble cafodd cyraeddiadau’r staff canlynol eu cydnabod:

Rhian Evans – Tiwtor Sgiliau Sylfaenol y Flwyddyn
Ms Helen Hodgkinson – Tiwtor Galwedigaethol y Flwyddyn
Mrs Melinda Gardner – Gwobr Cynhwysiant Digidol
Ms Eirlys Bowler – Dysgwr Addysg Bellach y Flwyddyn

Fe hoffwn hefyd ddweud llongyfarchiadau wrth Michael Norton a Joyce Sneddon am ennill eu MA mewn Astudiaethau Rheolaeth, gan ennill y marciau uchaf a wobrwywyd gan Brifysgol Cymru, Casnewydd yn y categori hwn.

Ar nodyn cwbl wahanol, mae’r cyfarfodydd gyda’r rheolwyr er mwyn adolygu effeithiolrwydd yn parhau ac mae strategaethau nawr yn eu lle i wario £1 miliwn o bunnoedd yn llai dros y flwyddyn nesaf, gan adlewyrchu’r ansicrwydd yn y drefn gyllido ar gyfer y dyfodol. Mae’r Coleg yn gweithio’n galed i ddiogelu ei weithgareddau ar gyfer y dyfodol er mwyn galluogi i ddatblygiadau cynaliadwy hir dymor fynd yn eu blaen. Mae’r llwyddiant o ennill prosiectau Ewropeaidd strategol wedi gwneud yn iawn am y siom diweddar yng ngostyngiad mewn cytundeb seiliedig ar waith, sydd wedi golygu hwyluso aildrefnu’r gweithgaredd heb amharu gormod ar staff. Er hynny, mae’r Coleg wedi gorfod wynebu penderfyniadau anodd i gydbwyso gwariant seiliedig ar waith gydag incwm.

Roedd hi’n bleser ymweld â safle Glynllifon yr wythnos diwethaf i gael taith anffurfiol o amgylch y ‘Pentre Addysg’. Mae hwn yn brosiect a fydd yn creu manteision hir dymor i’r ardal ac yn darparu’r sylfaen o adnoddau ar gyfer diwydiant diwydiannau’r tir a fu’n brin ers tro. Mae pryderon ynghylch y dyddiad cwblhau yn parhau, ond cefais sicrwydd yn ddiweddar y bydd rhannau arwyddocaol o’r adeilad newydd ar agor i dderbyn myfyrwyr newydd ym mis Medi.

Mae’n trafodaethau gyda Choleg Menai wedi cyrraedd pwynt tyngedfennol, a bydd cynhadledd Bwrdd ar y cyd yn niwedd mis Mehefin yn paratoi’r ffordd i’r Byrddau wneud penderfyniadau ar wahân ym mis Gorffennaf, i weld a fydd yr uno’n troi’n realiti. Gan bod penderfyniad ffurfiol heb ei wneud eto, mae hi’n anodd trafod a sgwrsio mewn modd agored. Digon yw dweud bod staff allweddol y ddau Goleg yn gweithio’n galed ar y prosiect, a disgwylir iddo fod yn gonglfaen yn yr ymateb parhaus i drawsffurfio yng Nghymru.

Ar nodyn terfynol, efallai bod darllenwyr y blog yn ymwybodol mai teitl y llyfr am hanes Coleg Llandrillo fydd ‘O Grefft i Gryfder’, a chaiff ei gyhoeddi’n fuan yn yr hydref. Mae’r llyfr, a ysgrifennir gan Gill Evans, yn olrhain tyfiant a datblygiad y Coleg o’r dyddiau cynnar hyd at yr uno diweddar gyda Choleg Meirion-Dwyfor.
Ar nodyn ysgafnach, cefais wahoddiad i gyflwyno gwobr i Richard Hart yng nghynhadledd diweddar Colegau Cymru fel cydnabyddiaeth o’i waith yn y sector AB ers sawl blwyddyn. Yn fwyaf diweddar, roedd Richard yn Gyfarwyddwr Rhanbarthol Gogledd Cymru – Llywodraeth Cynulliad Cymru. It was certainly the first time I can remember at least eight inches of snow on the Rhos campus a week before Christmas, with resultant severe disruption to many of our sites, particularly in Dolgellau and Pwllheli. All in all college services coped well with minimum disruption to students and staff.

As all staff will now be aware, prior to Christmas I formally announced my intention to retire with effect from 31 August 2011. This was a difficult decision following 22 years as Principal which has coincided with a period of unprecedented growth, change and development, culminating in the recent merger with Coleg Meirion Dwyfor. For me personally this has been one of the most rewarding, challenging and enjoyable periods of my life, working alongside some of the best people in the FE sector in the UK. The letters of support and congratulations I have received have been touching and greatly appreciated.

As I’ve previously indicated this is a time of great change within Wales. The transformation agenda, public sector expenditure cuts and the pressure to modernise public services, mean that no transitionary period can be straightforward. There is always the pressure to consider strategic options to work on creating different delivery models and to ensure best value. These are forces currently being addressed by local authorities, universities, colleges and hospital trusts. Increasingly regional or sub-regional models are being considered, which may involve institutional reconfiguration. From an institutional perspective I am clearly influenced by the successes of the last 15-20 years which has been made possible as a result of self determination and the incorporation of institutions. This has resulted in colleges increasing participation, improving their response to industry and developing a quality profile which is outstanding. Any alternative model would have to be powerful indeed to enable these successes to be matched over the coming fifteen or so years.

Currently the FE Governance Review and the Public Services Review team may well propose changes which will impact on the current governance and management structure of the college. I clearly see my role during the last few months of tenure as Principal to position Coleg Llandrillo to fully benefit in the interests of staff and students from the changes when they emerge.

There is now more of a need for institutional leadership and learning system leadership than ever. This will involve developing a strategy which is deliverable, focussing on learners and continually developing staff to create high performing teams. I also have a feeling that the successes of the future will be linked to those organisations that are prepared to be ‘brave’ and radical and develop a different mindset.

Wrth ysgrifennu’n fuan ym mis Ionawr, mae’r eira unwaith eto wedi dychwelyd gan ei gwneud yn un o’r cyfnodau oeraf y gallaf ei gofio fel Prifathro’r coleg. Yn bendant, dyma’r tro cyntaf y gallai gofio o leiaf wyth modfedd o eira ar gampws Rhos yr wythnos cyn y Nadolig, ac o ganlyniad roedd ymyrraeth ddifrifol ar nifer o’n safleoedd, yn enwedig yn Nolgellau a Phwllheli. Ar y cyfan, llwyddodd gwasanaethau’r coleg i ymdopi’n dda gydag ychydig o ymyrraeth i fyfyrwyr a staff.

Fel y gŵyr y staff, cyn y Nadolig, cyhoeddais yn ffurfiol fy mod yn bwriadu ymddeol, yn weithredol o 31 Awst 2011. Roedd hwn yn benderfyniad anodd i mi yn dilyn 22 mlynedd fel Prifathro a oedd yn cyd-fynd â chyfnod o dyfiant, newid a datblygiad na welwyd mo’u tebyg o’r blaen, gan ddiweddu gyda’r uno diweddar gyda Choleg Meirion-Dwyfor. I mi’n bersonol, bu’n un o gyfnodau mwyaf buddiol, heriol a phleserus o fy mywyd, gan gydweithio â rhai o’r bobl orau yn y sector AB yn y DU. Mae’r llythyrau o gefnogaeth a llongyfarchiadau a dderbyniais wedi bod yn deimladwy ac rwy’n eu gwerthfawrogi’n fawr.

Fel y dwedais eisoes, mae hi’n gyfnod o newid mawr yng Nghymru. Mae’r agenda trawsnewid, toriadau ar wariant y sector gyhoeddus a’r pwysau i foderneiddio gwasanaethau cyhoeddus, yn golygu na all unrhyw gyfnod o drawsnewidiad fod yn syml. Mae yna bwysau cyson i ystyried opsiynau strategol i weithio i greu modelau dysgu gwahanol ac i sicrhau’r gwerth gorau. Mae awdurdodau lleol, prifysgolion, colegau ac ymddiriedolaethau ysbytai yn cyfeirio at y grymoedd ar hyn o bryd. Mae modelau rhanbarthol neu is-ranbarthol yn cael eu hystyried yn gynyddol, a gallai hyn olygu ailgyflunio sefydliadol. O safbwynt sefydliadol, yn amlwg dylanwadir arnaf gan lwyddiant y 15-20 mlynedd diwethaf a fu’n bosibl o ganlyniad i hunanbenderfyniad ac ymgorffori sefydliadau. Golygodd hyn fod colegau wedi cynyddu cyfranogiad, wedi gwella eu hymateb i ddiwydiant a chreu proffil ansawdd sy’n rhagorol. Byddai’n rhaid i unrhyw fodel arall fod yn un pwerus iawn i alluogi fod y llwyddiannau dros y pymtheg mlynedd neu fwy i ddod cystal â’r rhai blaenorol.

Gallai tîm Adolygu Llywodraethu AB a thîm Adolygu Gwasanaethau Cyhoeddus gynnig newidiadau a fydd yn effeithio ar strwythur llywodraethu a rheolaeth bresennol y coleg. Yn amlwg, fy rôl yn ystod fy misoedd olaf yn y swydd fel Prifathro fydd i osod Coleg Llandrillo mewn safle ble y gall wneud y mwyaf o’r newidiadau pan fyddant yn digwydd er budd y staff a’r myfyrwyr.

Fwy nag erioed, mae nawr angen arweinyddiaeth sefydliadol ac arweinyddiaeth system ddysgu. Bydd hyn yn golygu creu strategaeth y gellir ei gyflwyno, gan ganolbwyntio ar ddysgwyr a datblygu staff yn barhaus i greu timau sy’n perfformio’n uchel. Mae gen i deimlad hefyd y bydd llwyddiannau’r dyfodol yn gysylltiedig i’r sefydliadau hynny sy’n barod i fod yn ‘ddewr’ a radical, gan feithrin ffordd gwahanol o feddwl.
HUW EVANS OBE - Principal, Coleg Llandrillo Cymruhttp://www.blogger.com/profile/13115808783623331620noreply@blogger.com0tag:blogger.com,1999:blog-6407616018607295758.post-47923242518678929222010-11-17T17:21:00.005+00:002010-11-23T10:49:51.023+00:00

Yn ystod yr wythnosau diwethaf rwyf wedi ymweld â Tsieina a Fietnam ar ymgyrch recriwtio myfyrwyr rhyngwladol a phenderfynwyd ar bartneriaethau gydag ysgol yn Ho Chi Minh City yn Fietnam a thri choleg yn Chongqing yn Tsieina. The development of the Bay Learning Centre, identified as a flagship project in the North Wales Coastal Strategic Regeneration Area (SRA) Action Plan, is considered pivotal in the regeneration of Colwyn Bay. The centre provides advice, information, support and learning to those who are economically inactive, unemployed, have been recently made redundant or wish to progress from low skill employment. The centre offers a range of courses including learndirect, Classroom Assistants, Deaf Studies, IT and other pre-vocational courses. The latter are intended to help people develop their personal independence and prepare them for work. The centre has been developed by Coleg Llandrillo Cymru in partnership with Communities First and the Youth Service supported by DCELLS (Department for Children, Education, Lifelong Learning and Skills) and the Bay Life Initiative. The funding to convert the building was supported by the Welsh Assembly Government’s Strategic Regeneration Funds to the tune of £1 million.

Later that the day it was a pleasure to welcome the Minister for Children, Education and Lifelong Learning, Leighton Andrews AM to open the Rhyl Sixth facility based at the college’s Rhyl Campus. The event was very well attended and culminated in the Minister and guests being able to meet learners and tour the facility.

The Rhyl Sixth is a partnership sixth form developed to offer enhanced learning and training opportunities for young people in Rhyl and surrounding areas. Through its purpose built centre the Rhyl Sixth offers the widest choice of AS/A Level and Vocational subject options in Denbighshire. It is envisaged that a follow up phase of the development will include an extended partnership with Prestatyn High School, which represents a significant development for the coastal areas of Denbighshire.

In mid-October I was asked, together with Louise Jowett as Director of International Strategy at the college to provide a presentation on the college’s international developments at the Barbican in London. The event provided us with the opportunity to celebrate the AOC Beacon Achievement in this category and to describe the strategic importance of overseas students to the college development.

This term has seen the start of the Welsh Assembly Governments review of frontline services and the review of FE governance in colleges. The reviews present many opportunities for colleges and local authority organisations and we are looking forward to the challenges these will provide. As part of this exercise I have been communicating with members of the PIN organisation worldwide to gauge the current direction of travel globally for similar colleges. Small, business focussed Boards seem to be the direction of travel, reflecting independence and freedom of operation with an emphasis on reducing bureaucracy.

November is now fast disappearing and students are now settling well into the term. I have had the opportunity this week to spend some time on the Glynllifon Campus, which I always enjoy and exciting plans are beginning to evolve which will result in a unified land based strategy for North Wales in partnership with the Llysfasi campus of Deeside College. This initiative is an important element within the recent Strategic Alliance agreed with Deeside will have a positive effect on the learners of the area.

HUW EVANS OBE - Principal, Coleg Llandrillo Cymruhttp://www.blogger.com/profile/13115808783623331620noreply@blogger.com0tag:blogger.com,1999:blog-6407616018607295758.post-54969484973842990302010-09-29T11:11:00.002+01:002010-09-29T11:13:13.624+01:00Post Update September 29th 2010

The college has again settled to the rigours of the teaching year. Students who only a few weeks ago appeared uncertain have again found their feet and are participating in all aspects of college life. As I write, a small group of our higher education students are preparing to be questioned by the QAA as part of the review of the University of Wales provision which is currently offered by the college. Increasingly students at college are expected to work in partnership and need to be included at all levels of decision making. This is clearly reflected in the new quality assurance regimes, be it for higher or further education.

A very warm welcome is extended to Bethan Roberts, the new Student Union President, who is currently a student at our Dolgellau Campus. She will be expected to play an important part in ensuring the seamlessness of the recent merger, whilst ensuring that the needs and expectations of all our students are recognised, regardless of campus location. The Students’ Union is an important stakeholder in responding effectively to the need for an enhanced presence for the learner voice.

In the context of stakeholders, an independent Governance review has recently been announced by the Welsh Assembly Government. This review will consider whether the current arrangements for further education institutions, as set out in the Instruments and Articles of Government remain relevant for the challenges and expectations that face the sector.

These challenges and expectations will of course be shaped by the forthcoming ‘Public Spending Review’ and the outcomes of the ‘transformation process’ which will impact on all parts of Wales.
These changes will inevitably demand a response which will involve developing new ways of working and the potential development of new Governance models.

The college has already successfully engaged with the transformation agenda which indirectly has led to the following:

- The Coleg Llandrillo / Coleg Meirion-Dwyfor merger.
- The reorganisation of post 16 education in Rhyl and the creation of the Rhyl 6th.
- New Learning Partnerships across the three counties covered by the college.
- New work based consortia, aimed at modernising the delivery of work based activities.
- The potential for dual sector operations in North West Wales, involving both HE and FE to improve progression and responsiveness.

The above initiatives are all at different stages of maturity but all represent new ways of working which will eventually demand new structures and new skills sets.
The challenge faced by colleges in all parts of the UK is indeed complex. On the one hand we need to become strategic bodes with the critical mass to invest in infrastructure and our staff, whilst on the other hand remaining close to our communities, and most importantly close to the student group.
The college is clearly responding to these new challenges and is already preparing for the forecasted financial downturn. The long term success will however be judged by our students, what they achieve and how they contribute to society. This must be at the core of all our activities and integral to future success.

HUW EVANS OBE - Principal, Coleg Llandrillo Cymruhttp://www.blogger.com/profile/13115808783623331620noreply@blogger.com0tag:blogger.com,1999:blog-6407616018607295758.post-11685645151552330052010-09-06T17:00:00.004+01:002010-10-05T11:14:34.392+01:00The first day of term<img style="MARGIN: 0px 0px 10px 10px; Mynychodd dros chwe chant o staff y cyfarfodydd, a rhoddodd y cyfarfod y cyfle i ganolbwyntio ar y themâu canlynol:

Perfformiad y coleg: myfyrwyr ac yn ariannol.
Trefn asesu ansawdd yn y dyfodol.
Hanfod y dysgwr.
Darparu mwy â llai o arian.
Blaenoriaethau Llywodraeth Cynulliad Cymru.
Toriadau posibl yn y Sector Gyhoeddus.
Creu systemau dysgu newydd.
Strategaeth yr iaith Gymraeg.

Mae prif flaenoriaethau cynllunio’r coleg yn adeiladu ar y themâu hyn a chânt eu trosi i saith thema allweddol sydd wedi cael eu hymgynghori’n barod. Bydd y saith thema yma’n weithredol tan 2012, ac erbyn hynny rwy’n siŵr y bydd blaenoriaethau ariannu newydd yn gofyn am newid pellach.

Yn y cyfarfodydd hyn, pwysleisiwyd y pwysigrwydd o edrych tua’r dyfodol ac nid i’r gorffennol. Mae hyn yn arbennig o bwysig i’r coleg wrth adeiladu ar lwyddiant yr uno diweddar ac yn cychwyn edrych ar ffyrdd newydd o weithio sy’n cymryd i ystyriaeth y dechnoleg sydd ar gael, disgwyliadau’r dysgwyr a phwysigrwydd partneriaethau newydd.

Tydi’r sector AB erioed wedi osgoi newid ac yn bresennol mae’r galw i groesawu newid yn fwy nag erioed. Mae Coleg Llandrillo wedi lleoli ei hun i gymryd mantais lawn o newid. Rwy’n cael cysur o wybod fod staff wedi ymateb yn gadarnhaol i sialensiau fel rhain a gall hyn gyfrannu’n fawr tuag at gryfder y coleg heddiw.
Bydd llawer o newid dros y misoedd nesaf mewn sawl ffordd. Yn benodol fydd ymateb ein darpariaeth addysg uwch i drefniadau capio yn y dyfodol.
Aildrefniant o ddarpariaeth yn seiliedig ar waith i gwrdd â disgwyliadau tendro newydd a’n hymateb i’r dirywiad economaidd yng nghronfa’r sector gyhoeddus sy’n cael ei ddarogan.

Mae heddiw fodd bynnag yn ddiwrnod da, cenhedlaeth newydd o fyfyrwyr, disgwyliadau newydd a’r coleg yn byrlymu eto.

HUW EVANS OBE - Principal, Coleg Llandrillo Cymruhttp://www.blogger.com/profile/13115808783623331620noreply@blogger.com0tag:blogger.com,1999:blog-6407616018607295758.post-63144083639360498432010-07-16T14:45:00.001+01:002010-08-20T14:49:53.267+01:00
July 2010<?xml:namespace prefix = o />

The last few months have possibly been the busiest and most demanding of my professional career, taking me back to the period of seeking incorporation back in the early 90s. Consequently my normal practice of posting a blog on a regular basis has been seriously compromised – my apologies.

Following an intense period of negotiations and discussion, the college formally merged on April 1st with Coleg Meirion Dwyfor. The merger has resulted in an extended Coleg Llandrillo which operates from ten sites located across the counties of Denbighshire, Conwy and Gwynedd. The enhanced critical mass £46,000,000 will allow the extended college to provide an enhanced service to learners in this part of North Wales. It also provides for some comfort at a time of proposed public sector cutbacks, that the college is operating from a sustainable base and is capable of adapting to change.

Clearly the formal date of merger represents only the beginning of the challenge to develop a unified college approach. As I write initiatives are planned to bring staff together to identify priorities and plan the investment strategy for the future. Policies are being aligned and systems are being introduced which will facilitate the integration whilst respecting what is best from all parties. The decision has also been undertaken to review all developments in a year’s time to fully assess the impact of the merger, the effectiveness of the new structures and the balance of local accountability to the revised corporate culture.

This is also a time in Wales when a focus has been brought to bear on the HE sector, with particular reference to an evolving regional agenda, employer engagement and partnership working with FE. The college supports the direction of travel and as an institution which aims to be the first in Wales to achieve Foundation Degree awarding powers and is already directly funded for HE can only see the benefit to the proposed reforms. Meetings are taking place in the near future to review working models and establish priorities for the region.

The modernisation and development of the college campus continues unabated. Last month saw the formal opening of the £9million Marine and Built and Environment Centre at the Rhos on Sea site, by the college’s Honorary President Lord Dafydd Elis-Thomas. Over 100 guests were present to mark the occasion, and the facilities are exceptional representing new developments in Renewables and Marine Technology, whilst reorganising leading edge practice in the Built Environment.

The Rhyl 6th project is now nearing completion and is on programme to open to the new intake from September 2010. Bydd y mas critigol mwy, £46,000,000 yn galluogi’r coleg estynedig i ddarparu gwasanaeth gwell i ddysgwyr yn y rhan yma o Ogledd Cymru. Mae polisïau’n cael eu hunioni ac mae systemau’n cael eu cyflwyno a fydd yn hwyluso’r integreiddiad wrth barchu beth sydd orau o bob ochr. Penderfynwyd hefyd i adolygu pob datblygiad mewn blwyddyn er mwyn asesu effaith yr uno, effeithiolrwydd y strwythurau newydd a chydbwysedd atebolrwydd lleol i’w diwylliant corfforedig diwygiedig.

Dyma gyfnod pan roddwyd ffocws ar y sector AU yng Nghymru, gyda chyfeiriad penodol i agenda rhanbarthol esblygol, ymrwymiad cyflogwr a gweithio mewn partneriaid ag AB. Yn fuan ym mis Ionawr, fe gaeom bob safle’n swyddogol am ddiwrnod o achos amodau tywydd garw. Dyma’r tro cyntaf y gallaf gofio orfod cau’r Coleg am y rheswm yma mewn dros ddeng mlynedd!
Hyd yn hyn mae’r rhan fwyaf o’r flwyddyn wedi bod yn brysur wrth lywio’r uno gyda Choleg Meirion Dwyfor, a pharatoi’r Coleg i weithio mewn ffordd ychydig yn wahanol. Y pwyslais ar gyfer y dyfodol yw canolbwyntio ar wasanaeth lleol ac atebolrwydd lleol o fewn diwylliant corfforedig unedig, gan adlewyrchu ar werthoedd y ddau sefydliad. Bydd y canolbwynt ar ansawdd, y dysgwr a macsimeiddio dewis yn parhau, gan barchu ac ymateb yn gadarnhaol i flaenoriaethau ieithyddol.

Bydd cyfleoedd newydd ar gael i staff a myfyrwyr a bydd llwyddiant parhaus y coleg a’i allu i ail-fuddsoddi yn y rhwydwaith dysgu yn sicrhau dyfodol cynaliadwy. Yn bresennol y dyddiad ar gyfer uno yw Ebrill 1af 2010, a bydd unrhyw oedi i’r dyddiad hwnnw ddim o achos diffygion paratoi gan fod pob targed wedi cael eu cyrraedd hyd yn hyn.

Fel y bydd y rhan fwyaf yn gwybod, mae prosiect 6ed y Rhyl nawr yn datblygu’n dda a disgwylir i’r rhaglen adeiladu gael ei gwblhau erbyn mis Awst 2010. Mae’r trefniadau ar gyfer y flwyddyn drawsnewidiol wedi bod yn heriol ac mae ymrwymiad y staff wedi bod yn ardderchog wrth oresgyn yr anawsterau ymarferol o ddysgu myfyrwyr o ar draws sefydliadau gwahanol. O fis Medi 2010, caiff y manteision eu gwireddu wrth i’r ganolfan newydd agor.

Mae gwaith yn parhau ar gampws Llandrillo-yn-Rhos, gan gymryd mantais lawn o’r arian cyfalaf a enillwyd yn llwyddiannus dros y ddwy flynedd diwethaf. Erbyn mis Medi 2010, bydd gwaith ar Sefydliad Iechyd a Gofal Cymdeithasol, a mwy o gyfleusterau i staff a myfyrwyr wedi eu cwblhau. Hefyd, bwriedir i ailddatblygu’r ardal chwarae ar gefn y campws i ddarparu mwy o wasanaethau pob tywydd priodol i gefnogi ein rhaglen chwaraeon sy’n tyfu. Yn benodol, mae gwaith yn parhau i ddatblygu Academi Rygbi URC mewn partneriaeth gyda datblygiad chwaraeon newydd Parc Eirias.

Yn ystod mis Chwefror, cafodd carreg filltir bwysig arall ei gyrraedd, pan gyrhaeddodd y 100fed myfyriwr rhyngwladol i’r Swyddfa Ryngwladol am y flwyddyn academaidd. Hynod o briodol felly, ydyw fod y gefnogaeth ar roddir i’n myfyrwyr rhyngwladol wedi cael ei gydnabod gan Wobr Beacon AOC UK yn ystod yr un mis. Dyma gydnabyddiaeth sydd wedi cael ei gyrraedd eleni mewn cystadleuaeth yn erbyn rhai o golegau mwyaf sefydledig yn Lloegr a’r Alban gyda rhai o fintai tramor mwyaf.

Wrth i mi ysgrifennu, mae’r coleg yn paratoi hanes byr am dyfiant y sefydliad. Cafodd y "Coleg Technegol Llandrillo" gwreiddiol ei greu yn y 1960au o uniad rhwng Ysgol Westy ac Arlwyo Llandudno a Sefydliad Technegol Bae Colwyn. Bydd yr uno sydd i ddod unwaith eto’n cynrychioli cyfod pwysig gan gymryd y coleg i gam nesaf y datblygiad fel rhan integrol o drawsnewidiad darpariaeth dysgu yng Nghymru.
Gallaf ond edrych ymlaen o flaen llaw at y cyfleoedd sydd o’n blaenau wrth gydnabod beth sydd wedi cael ei gyflawni hyd yn hyn gyda synnwyr o foddhad.

This winter (2009-10) is one of the harshest that I can remember at the College. Early in January, we officially closed all sites for one day due to the adverse weather conditions. This is the first time that I can remember having to close the College for this reason in over ten years!
Much of the year to date has been taken up on steering the merger with Coleg Meirion Dwyfor, and preparing the College to work in a slightly different way. The emphasis for the future has clearly to focus on developing a local service and local accountability within a unified corporate culture, reflecting the values of both organisations. The focus on quality, the learner and maximising choice will continue, respecting and responding positively to linguistic priorities.
New opportunities will be made available to staff and students and the continuing success of the college and its ability to reinvest in the learning infrastructure will ensure a sustainable future. Currently the merger date is set for April 1st 2010, and any delay to that date will not be as a result of our lack of preparation as all targets have been achieved to date.

As most will know, the Rhyl 6th project is now well advanced and the build programme is on target to complete by August 2010. Arrangements for the transition year have proved to be challenging and the commitment of staff has been excellent in overcoming the practical difficulties of teaching students across different institutions. From September 2010, with the opening of the new centre the benefits will soon be realised.

Work continues in the main Rhos-on-Sea campus, taking full advantage of the capital money which has been successfully acquired over the last two years. By September 2010, the work on the Institute of Health and Social Care, and enhanced staff and student accommodation will be completed. It is also planned to redevelop the playing area to the rear of the campus to provide more appropriate all weather surfaces to support our growing sports programme. Of particular note, work is currently ongoing to develop a WRU Rugby Academy in partnership with the new Eirias Park sports development.

During the month of February, another important milestone was reached, when the International Office crossed the 100 student recruitment mark for the academic year. It seems so appropriate that the support given to our international students was recognised with an AOC UK Beacon Award during the same month. This is recognition indeed which this year has been achieved in competition against some of the more established colleges in England and Scotland with some of the largest overseas cohorts.

As I write, the college is preparing a brief history of the growth of the institution. The original "Llandrillo Technical College" was created in the 1960’s from a merger between the Llandudno Hotel and Catering School and the Colwyn Bay Technical Institute. The forthcoming merger will again represent a watershed taking the college to its next phase of development as an integral part of the transformation of learning provision in Wales.

I can only look forward in anticipation to the opportunities which lie ahead whilst recognising with a sense of satisfaction what has been achieved to date.HUW EVANS OBE - Principal, Coleg Llandrillo Cymruhttp://www.blogger.com/profile/13115808783623331620noreply@blogger.com0tag:blogger.com,1999:blog-6407616018607295758.post-4289189760020213562010-01-12T15:21:00.001+00:002010-01-12T15:59:38.296+00:00Blwyddyn Newydd Dda - Happy New Year

Gobeithio fod pawb wedi mwynhau’r gwyliau. Er bod y coleg wedi cau am wythnos, parhau wnaeth y coleg i fod yn le prysur cyn ac ar ôl y Nadolig. Ond yn fwy amlwg na dim arall, a dwi’n siŵr bydd y rhan fwyaf ohonoch yn cytuno, yw’r aflonyddwch sydd wedi bod â’r tywydd. Pan mae’n bosib ceisiwn gadw ein safleoedd ar agor, cyn belled â’i fod yn ddiogel i ni wneud hynny. Pe bai’r coleg yn penderfynu cau am unrhyw reswm, byddwn yn diweddaru gwefan y coleg yn ogystal â’r holl orsafoedd radio.
Rwy’n gobeithio y gallwn osgoi unrhyw amhariad i’r myfyrwyr sy’n sefyll eu harholiadau yr wythnos hon.
Roedd mis Rhagfyr, cyn gwyliau’r Nadolig, yn llawn o gyfarfodydd ac yn nghyfarfod Bwrdd y coleg fe gymeradwywyd i ni fynd ymlaen a chyflwyno cais i’r Cynulliad ar gyfer yr uniad â Choleg Meirion Dwyfor. Dyma gyfnod cyffrous iawn i’r ddau goleg ac rydym yn disgwyl am y canlyniad.
Yn gymdeithasol, cafodd y coleg barti Nadolig gwych, ac ymddangosai fod pawb wedi mwynhau eu hunain yn fawr..........
Felly ymlaen i 2010, gan obeithio cawn flwyddyn gadarnhaol ac edrychwn ymlaen yn fawr i’r heriau newydd a ddaw.
I hope people have had an enjoyable break. The college despite closing for a week, remained a busy place leading up to and immediately after Christmas. Most of all, as many readers will I am sure agree, the last week has been the disrupted by the weather. Wherever possible we try to keep all our sites open, as long as it is safe to do so. Should the college decide to close for any reason we keep the college website, and all local radio stations updated.

I hope we can try and ensure our students who are sitting exams this week are not disrupted in any way.

December, prior to the Christmas break was full of meetings and in particular our Board meeting, when it was approved that the college could proceed to submit an application to the Assembly to merge with Coleg Meirion Dwyfor. This is an exciting time for both colleges and we await the outcome.

Socially, the college had an excellent Christmas party, where it seems a good time was had by all………..

So on to 2010, which I hope will be a very positive year and we very much look forward to the new challenges it brings.HUW EVANS OBE - Principal, Coleg Llandrillo Cymruhttp://www.blogger.com/profile/13115808783623331620noreply@blogger.com0tag:blogger.com,1999:blog-6407616018607295758.post-75273947378476483392009-11-19T11:34:00.001+00:002009-11-19T11:38:14.886+00:00November 2009As a month has passed since my last posting, it’s been a very busy few weeks and I can hardly believe where this term has gone.

● Many meetings have been attended in Cardiff including presenting with the Governors on the Review of Governance in Wales, attending meetings of the Higher Education External Review Group. Much of my time has been taken with meetings involving the college’s proposed merger and the consultation is now out for public comment which can be accessed here until 23 November.
● A very successful evening was held in the college restaurant with the Deputy First Minister Ieuan Wyn Jones earlier this month as part of the CBIs dinner meetings.
● I was very pleased to visit all of Coleg Meirion Dwyfor sites with some of my Board members and the Principal’s office staff. Despite the weather, the Lleyn and Meirionydd were very welcoming, as were the staff and students.
● The college earlier this week held a very successful open evening with over 600 people in attendance at the Rhos site and 200 at Rhyl.
● I’m currently in Birmingham at the Association of Colleges conference and on Tuesday was very pleased as the college was announced Beacon Winner for its International Student Support for achieving excellence in its international operations. The Award recognises best practice in supporting international students from recruitment to the completion of their qualifications. The award is sponsored by the British Council. This is excellent news for the college and is testament to the excellent service provided to its learners by the college team. At Coleg Llandrillo Rhyl the college was awarded Highly Commended for the Widening Participation award. The College was praised for its exemplary practice in developing provision which supports access to further education and employment for disengaged adults. My hearty congratulations and thank you to all the teams involved at the college, including all our local businesses, Assembly Members and Members of Parliament who help support the college.
● I’ve been very impressed by the events taking place this week during Enterprise Week with some very enterprising students regularly visiting my offices and a range of activities taking place in the college.
● It’s been non-stop for me so I am sure there will be more to catch up on soon. HUW EVANS OBE - Principal, Coleg Llandrillo Cymruhttp://www.blogger.com/profile/13115808783623331620noreply@blogger.com0tag:blogger.com,1999:blog-6407616018607295758.post-75548132564719058762009-10-16T15:01:00.004+01:002009-10-28T11:18:25.432+00:00

Mae’r olygfa allan o fy swyddfa yn parhau i newid ers fy niweddariad diwethaf, wrth i balwyr osod peipiau a chywasgu’r ardal i sicrhau had oes mannau meddal yn datblygu.
Mae’r olaf o baneli rhestr fer Beacon wedi cael eu cwblhau ac rydym nawr yn aros i glywed os ydym wedi ennill Gwobr Beacon, a fydd yn cael ei gyhoeddi yng Nghynhadledd Flynyddol Cymdeithas Colegau yn Birmingham ym mis Tachwedd.
Cynhaliwyd swper llwyddiannus iawn yn y coleg gyda’r CBI yr wythnos diwethaf ble y siaradodd y Gweinidog John Griffiths am y sialens sgiliau i Gymru.
Mae’r broses ymgynghoriad uno yn ennyn cyflymder. Dydd Llun yma bydd y Dirprwy Weinidog John Griffiths AC yn y coleg yn mynychu swper rydym yn ei gynnal ar ran CBI. Mae hi wastad yn braf gweld uwch wleidyddion yn gwneud siwrneiau i Ogledd Cymru. A bod yn deg, mae'r Dirprwy Weinidog yn ymwelydd rheolaidd.
Mae gwaith cynllunio manwl ar waith yn gysylltiedig i'r uno. Yn gynharach yr wythnos yma, fe gyfarfu'r Grŵp Llywio Uno i drafod amserlenni ac amcanion allweddol. Mae'r uno yn cynnig cyfleoedd i'r ddau goleg a bydd yn creu awyrgylch dysgu cynaliadwy, gan gofleidio newid yn gyflawn. Mae'r deg ymrwymiad wedi cael eu dosbarthu'n eang, o'r dechrau i drafodaethau presennol. Rwy'n gwerthfawrogi fod hyn yn amser sensitif i bawb sy'n ymglymedig ac am y rheswm yma mae hi'n bwysig ein bod yn cwblhau'r broses mor fuan ag sy'n bosibl.
Ar nodyn ysgafnach, mae tywydd mis Medi wedi gwneud yn iawn am haf siomedig. Mae hyn wedi cynnwys penwythnosau gwych o hwylio.

Since my last input the new term is now well underway. The view from my room has changed and for the first time I can see the golf course. I was so impressed at the demolition process of the former Construction classroom/ workshops!

The last two weeks have seen visits from two Beacon Award assessment panels, with a further one to do in October. Little feedback is provided at this stage until the announcement is made at the AOC conference. I’m always impressed by the quality of both staff and student input to these events. The last visit takes place in early October, so good luck to all.

The journeys to Cardiff continue, Principals’ meetings, Ministerial Advisory Group, 14-19 Extended Executive, which I Chair. This coming Monday, the Deputy Minister John Griffiths AM will be in college attending a dinner which we are hosting on behalf of the CBI. It’s always good to see senior politicians making the journey to North Wales. In fairness, the Deputy Minister is a frequent visitor.
Detailed planning work is now underway related to the merger. Earlier this week the Merger Steering Group met to discuss the timelines and key objectives. The merger offers opportunities for both colleges and will create a sustainable learning environment, fully embracing change. The ten commitments which have been widely circulated, form the core of the ongoing discussions. I appreciate that this is a sensitive time for all involved and for this reason it is important that we complete the process sooner rather than later.
On a lighter note, the September weather has somewhat made up for a disappointing summer. This has included some excellent weekend sails.HUW EVANS OBE - Principal, Coleg Llandrillo The ongoing estates development programme has witnessed intense activity on the main college site. This has resulted in the Marine and Built Environment Centre being completed well over a month ahead of schedule. Currently the transfer process has begun and thanks to all my staff and external contractors who have been involved with the project. Whilst the site is slowly being transformed work remains to be completed related to car parking and landscaping to ensure that it is functioning to meet the new student intake. At the same time additional projects have been secured over the summer and new programmes are about to be launched which will contribute to the modernisation programme. This will include: The Rhyl Sixth, the Institute of Health and a new Community Centre in Colwyn Bay town centre.

The summer has also provided the opportunity for our first joint presence with Coleg Meirion Dwyfor at the Bala National Eisteddfod. This was a very successful event providing an invaluable opportunity to network and to consolidate our plans. More information will be released over the coming months related to the merger. Following a successful due diligence report the college is now embarking on a detailed planning phase.

As the new term looms, I was pleased at the success of the college students on A Level results day recording a 100% pass rates in 30 subjects. The overall A Level pass rate was 96%; the fourth year running that it has been in excess of 95%. Students are celebrating 100% pass rates across a wide range of subjects, strings of top A grades, and offers from leading universities to study traditional and highly specialised subjects now being confirmed. The College has one of the largest A/AS group of students in North Wales, with nearly 600 student entries studying 56 AS and A Level subjects this year. The number of A/AS students represents a 300% increase in two years. The majority of A/AS students at Coleg Llandrillo Cymru study for the Welsh Baccalaureate qualification and the pass rate was considerably above the national average. The College is the largest provider of the Welsh Baccalaureate in North Wales. The Welsh Baccalaureate, with its additional 120 UCAS points, provides a real bonus for individual progression. These results follow the recent success of International Baccalaureate students at Coleg Llandrillo Cymru, who achieved outstanding grades. 90% of students achieved the full International Baccalaureate Diploma, which is significantly higher than the world average pass rate. Congratulations to all our learners and staff who help make this possible.

Thoughts now turn toward the end of this Admin week when I hold my annual all staff meetings, at Rhos at 9.30am on Friday and Rhyl at 1pm. It’s amazing how fast time has gone and as I start the 21st year at the college, everything around has changed, with the exception of my office surrounds. What can I do about that?

I’ll be posting up again soon; in the meantime, can I take this opportunity to wish everyone a successful year.

Diweddariad Blog yr Haf

Ers y cofnod diwethaf mae misoedd yr haf wedi bod yn llawn digwyddiad. I was also surprised and honoured to be presented by an award to recognise twenty years of service as Principal. Thank you to everyone who has made this experience so fulfilling.

Over the last few weeks I have also tried to keep you all informed of progress relating to the merger with Coleg Meirion Dwyfor. Early in July the Boards of both colleges agreed to move onto a more detailed planning phase with a view to merger from Easter 2010. The challenge is to ensure that core systems e.g. financial, quality, human resources and learner support are harmonised across both colleges. The aim is to achieve the best outcomes for student and position the new institution to be sustainable and able to meet the challenges of changing funding regimes. This will be achieved within an environment and culture which is high performing and builds upon the expertise of staff in both colleges.

The Coleg Llandrillo brand will be protected and the new institution and its constituent colleges will form part of a Coleg Llandrillo group of colleges, operating across a significant part of Central and North West Wales. The new college will be operating to a budget of £44,000,000 and will meet the needs of over 25,000 students and 1250 staff.

In Rhyl, rapid progress is being made to create the Rhyl Sixth. From September 2009 students will be part of a transitionary phase until the new building has been completed and from September 2010 all students who would have progressed to year 12 and 13 will instead progress to the Rhyl Sixth, which will be an integral part of Coleg Llandrillo.

This development will considerably increase choice and opportunity for young people in Rhyl, and will be developed as a landmark education project for Wales. It is anticipated that that certainly in the early phase of the project that some of the potential students will continue to transfer to the Llandrillo Rhos site, and this option will remain open to all. Over a period of time it is projected that the students will opt to stay within the Rhyl environment as part of the Rhyl Sixth or Coleg Llandrillo Rhyl. The old hall area being refurbished for enhanced student facilitates. These are important developments for the college which will continue the modernisation programme and take us into the next phase of development.

As the 2008/9 academic year draws to a close it is pleasing to record yet another year of expansion. Our FT 16-19 year old students increased, our HE students and work based students all expanded. Alongside this our retention rates improved and our institutional attainment rate is projected to continue at a high level. Financially the College is regarded as the most successful in Wales allowing us to invest in new staff and resources.

So, as we contemplate or indeed are taking holidays, take a little time out for self congratulation. Of particular interest has been the decision to move to a merger situation with a neighbouring institution – Coleg Meirion Dwyfor.

At this stage following the full support of both Boards a feasibility study is being undertaken to establish the form and prime objectives of a merged institution. A Joint Merger Steering Group has been established involving a small group of Board members and the two College Principals. The current earliest projection for full merger is Easter 2010. Joint Working groups have also been agreed to identify key areas for joint development. Both Colleges are committed to make this initiative work to the best advantage of learners in their respective areas. The merged college with a budget in excess of £43,000,000 will be one of the largest in the UK and will have the critical mass and expertise to make a significant difference to its immediate catchment area. It will also serve to consolidate and protect the levels of post 16 funding in the area as levels of public sector potentially diminish over the coming years.

I have included below some questions & answers that may of interest to you regarding the proposed merger.

Will there be any change of name? No. The names of Coleg Meirion-Dwyfor and Coleg Llandrillo Cymru will be retained and promoted.

Will the learners have the same choice of courses? Yes, and every effort will be made to further develop the curriculum to respond to local economic needs and personal aspirations.

Will the Colleges’ existing sites be affected ? All existing sites will be maintained. The site infrastructure is important to ensure that learners have appropriate access to learning. There is also an intention to invest in the resources of both Colleges

What about a specialised site like Glynllifon? Early discussions have highlighted that Glynllifon has great potential for further development, including the specialist areas of land-based provision, other rural developments and general vocational learning.

What about choice of language of study? The existing choice of language of study will remain and be further enhanced.

Will students need to travel further to study? No, they won’t have to travel any further.

Where will parents be able to discuss matters relating to the student’s progress? At their local, existing College site. This will not change.

Will parents and students notice any changes? They shouldn’t notice any negative ones, no. Going to College should feel pretty much the same as it did before, but with positive developments.

Will local employers notice any changes? Yes, positive changes. Coleg Llandrillo Cymru’s considerable experience in employer engagement will allow Coleg Meirion-Dwyfor to be more responsive to the requirements of local businesses.

What about the staff? Staff from both Colleges will continue to be treated fairly, and their conditions of service will be honoured.

Will staff need to travel more? It is unlikely that support and lecturing staff will need to travel further. It is, however, reasonable to expect managers to be more mobile to support new developments and gain new experiences and opportunities.

How will the College be managed? The three Coleg Meirion-Dwyfor sites will become part of the Llandrillo Group of Colleges. Day to day general management will remain on the existing Coleg Meirion-Dwyfor sites and Coleg Llandrillo Cymru sites.

Will this dilute the Welsh/bilingual ethos at Coleg Meirion-Dwyfor? Definitely not. The distinctive bilingual ethos at Coleg Meirion-Dwyfor will be retained and strengthened. Policies, procedures and staff will ensure that this is maintained. Coleg Llandrillo Cymru will also benefit from this experience as the College continues to promote a bilingual ethos on its sites.

Will local communities notice any difference? It is not envisaged that there will be any noticeable difference.

How will local opinions be taken onto account? A committee will be established at each site. This committee, made up of local people – including business people – will be chaired by a member of the College governing body and be responsible for ensuring that the College is aware of, and listens, to local opinions. This will be true for all sites in the new organisation.

Coleg Llandrillo Cymru and Coleg Meirion-Dwyfor are important employers in their areas. Will this create any redundancies? There is no intention to enforce compulsory redundancies as part of this process. However, both Colleges cannot rule out changes forced upon them by future funding allocations and/or future changes required to respond to national policy or local needs.

New Health & Care Centre

Coleg Llandrillo Cymru has received substantial Welsh Assembly Government funding to support a new Professional Centre for Training & Development for Health & Care at the Rhos-on-Sea Campus.

Health & Care is a Welsh Assembly Government priority area and the funding will enable the College to further strengthen its partnership with both public and private sector organisations to raise standards of care. The College has developed a comprehensive programme of courses to develop and upskill the workforce in Health & Care, particularly for those working in, or wishing to work in, Care Assistant and Support Staff roles.

The courses, which commence later this month, are the first part of the development of a new curriculum offer which will provide opportunities for those living in the region, whether they are already working within the Health & Care sectors and wish to develop their skills further or whether they wish to train or re-train for a career in Care. I recently referred to the importance of effective communication in a recent Class magazine (the College’s staff magazine), and the Principal’s Blog will be one way of maintaining a dialogue with staff on emerging issues and the trials and tribulations of life as Principal of Coleg Llandrillo.

The aim of the Blog is to keep it brief and not exceed one page A4 equivalent, so apologies in advance if any of you feel that it’s a little truncated. I welcome constructive feedback on any issue relating to the College.

I hope all of you enjoyed the recent holiday and survived the Christmas freeze, which is presently very unusual. Although, as I now write this there are large snowflakes falling and calls from staff asking “Can we go home?”!

I was pleased that the car parks / roads had been reinstated adjacent to the new MBEC building (the College’s new development – Marine & Built Environment Centre), and I can only apologise for any inconvenience caused. To date, the College has been very pleased with the response of K&C Construction , who work closely with us at all times, and keep all promises.

The MBEC building, which is making good progress, will provide new opportunities for the Built Environment provision, incorporating all the traditional Construction skills. It will also allow the area to diversify and develop the relatively new renewables curriculum (as it will be moving from Rhyl) and provide facilities to develop marine related provision. This new provision will provide opportunities that are unrivalled elsewhere in Wales.

Many of you over the last few weeks will have heard that the Rhyl Sixth concept involving the potential closure of the two Rhyl Sixth forms and rebirth as the ‘Rhyl Sixth’ within Coleg Llandrillo Rhyl is moving into the final phase of its inception. Approvals have now been given by the Minister for Education, subject to certain conditions, and the discussion has moved to one of timing, will it be launched in 2009 or 2010? Whatever the final outcome the new building to house the Rhyl Sixth on the College site will not be ready until September 2010. This initiative represents a real opportunity to quickly transform post 16 educational provision in Rhyl. I’m sure that there will be more on this once final approvals have been issued.

We were very pleased last week to have been selected by Estyn as the venue for the launch of their annual report. They usually invite institutions who have been very successful in the context of quality outcomes, and no one has done better than Coleg Llandrillo over the last few years.

Since returning after the Christmas holidays it has been a particularly demanding time for me. The meetings concerning the Rhyl Sixth and the closure of the Sixth forms as well as a round of ‘transformation’ meetings with reports expected by Welsh Assembly Government in February on the future of post 16 education in the area. This combined with my work as part of the Ministerial Advisory Team and Chair of the 14-19 Extended Executive Group for Wales, has resulted in long days and overnight stops in Cardiff. I’m also currently trying hard to get around all the College sites to meet staff, and will be routinely organising open forums for staff. I would be pleased to hear from you at one of these occasions. If that is not possible please contact me directly.

We’re currently beginning the process of identifying priorities for the future and would welcome your observations on some of the following:

1) Are there any curriculum areas which we are currently not prioritising and have the potential for future growing in response to the local economy?
2) What should be our response be in a training and skills development context to the current economic downturn?
3) Could our services to students be improved in any way?
4) As part of ‘transformation’ of educational services should the College be looking at new partnerships and alliances to build critical mass and improve the strategic response to Central and North West Wales?

I look forward to hearing from you and will endeavour to respond as appropriate.

HUW EVANS OBE - Principal, Coleg Llandrillo Cymruhttp://www.blogger.com/profile/13115808783623331620noreply@blogger.com1
